The hiring range for this role is:92,086.00 - 129,145.00This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range, and this range may be modified in the future. A candidate's position within the range depends on factors including, but not limited to, competencies, education, qualifications, certifications, experience, skills, seniority, performance, shift, travel, and organizational needs. Bonus, commission, or other compensation remains at the company's discretion until paid and may be modified.Job Description Summary:Responsible for designing, developing, and implementing advanced technology systems and data standards to meet business needs. Partners with customers to understand requirements and create technical specifications. Acts as an internal data consultant, advising business and technical teams. This role is within the Systems Analyst Group under the Federal Employee Program (FEP). The FEP IMS SA group maintains infrastructure and data for a large clinical data ecosystem, working closely with data SMEs and technical teams to build data pipelines and reporting applications. Our goal is to be a trusted advisor to the business and a technical advisor to our teams.Responsibilities include but are not limited to:

  • Validate and ensure business requirements are thorough and concise; document and approve exceptions.
  • Develop, review, and sign off on all SA artifacts per EPMO guidelines; tag System Use Cases; document and approve exceptions.
  • Support business as a Subject Matter Expert (SME) for applications.
  • Provide forecasts and detailed estimates for SA activities and artifacts.
  • Provide weekly status updates to stakeholders, research issues, escalate risks, and investigate problems for resolution.
  • Complete responsibilities and prepare for meetings; attend on time; report time accurately and appropriately.
  • Participate in departmental standards and skill development; foster positive relationships; identify and implement process improvements; contribute to structured design methodologies.Required Education, Certifications, and Experience:Education
    • Bachelor's Degree in Computer Science, Information Systems, Business Administration, or related field, or equivalent work experience.Experience
      • Minimum 5 years in IT, focused on systems development and programming.
      • Experience designing/building data warehouses, pipelines, reporting environments, data modeling, and use of data modeling tools.
      • Experience creating SA artifacts such as FRS, RTM, S2Ts, DEDs, and Data Models.
      • Experience with PeopleSoft Financials, SQL Server, Tableau.Skills
        • Data analysis, profiling, and manipulation skills.
        • Strong analytical skills.
        • Excellent interpersonal and communication skills.
        • BCBS or health insurance industry background (preferred).
        • Ability to adapt to rapidly changing technology.
        • Familiarity with development methodologies, data governance, data lineage, data quality, and security (preferred).
