Job Id:1053# of Openings:1Project Proposal Development and M&E SpecialistDemocracy International (DI) is seeking to hire a Project Proposal Development and M&E Specialist for an anticipated six-month e-Parliament Feasibility Study opportunity in Bangladesh. The study aims to identify how digital transformation can strengthen parliamentary processes, enhance public engagement, and improve institutional accountability in Bangladesh. The objectives of this activity are to:

  • Conduct a feasibility study for transitioning to an e-Parliament system in Bangladesh, following feasibility study guidelines established by the Government of Bangladesh; and
  • Based on the findings of the feasibility study, formulate a Development Project Proposal (DPP), in line with government requirements.The feasibility study will consist of several analyses and assessment activities in line with the feasibility study guidelines of the Government of Bangladesh, including the following:
    • Institutional Readiness Assessment
    • ICT Infrastructure & Systems Assessment
    • Cost-Benefit and Sustainability Analysis
    • Human Resource Capacity and Management Assessment
    • Security Management Assessment
    • Regulatory and Legal Framework Review
    • Implementation Roadmap
    • Stakeholder ConsultationThis will be a part-time position based in Dhaka, Bangladesh, and will be contingent on award and funding. The anticipated award start date is estimated to be in June 2025.The position'sresponsibilitieswill include:
      • Provide monitoring & evaluation and project formulation expertise to support the feasibility study process;
      • Lead the formulation of the Development Project Proposal building on the feasibility study findings;
      • Support data collection and analysis for other assessments and deliverables, as needed;
      • Support the drafting and presentation of the inception, draft, and final reports;
      • Support the presentation of draft findings to relevant stakeholders;
      • Support the finalization of the report and submission to UNDP.

      • Development Project Proposal (DPP) FormationQualifications
        • Master's degree (or higher) in Political Science, Public Administration, Development Studies, Public Policy, Economics, or any Social Science / Humanities related disciplines;
        • At least 10 years of experience in working with the government bodies of Bangladesh;
        • Proven expertise in designing and managing M&E systems for complex, large-scale projects, particularly those related to e-governance, digital transformation, or legislative reforms;
        • Expertise in drafting Development Project Proposals (DPP) for the Government of Bangladesh projects;
        • Substantial experience in project appraisal, project evaluation, project formulation, and approval procedures;
        • Proven ability to track project progress, assess outcomes, and propose course corrections based on evidence and data;
        • In-depth familiarity with, understanding of, and ability to successfully navigate within the Bangladeshi context preferred;
        • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
        • Professional fluency in English (both spoken and written) required;
        • This position is open to Bangladeshi citizens.Reporting
